Cornell Law defines terrorism as follows.
"The United States Congress tends to make distinctions between domestic terrorism and international terrorism. These distinctions are usually [but not always, for example 9/11, Boston Bomber, and/or January 6, 2021 insurrection activities for 2015-2021 Russian agents Donald Trump and the GOP] based on where the act occurs. For example, 18 U.S. Code § 2331 defines “international terrorism” as activities that:
- A) involve violent acts or acts dangerous to human life that are a violation of the criminal laws of the United States or of any State, or that would be a criminal violation if committed within the jurisdiction of the United States or of any State;
(B) appear to be intended—
(i) to intimidate or coerce a civilian population;
(ii) to influence the policy of a government by intimidation or coercion; or
(iii) to affect the conduct of a government by mass destruction, assassination, or kidnapping; and
(C) occur primarily [but not always] outside the territorial jurisdiction of the United States, or transcend national boundaries in terms of the means by which they are accomplished, the persons they appear intended to intimidate or coerce, or the locale in which their perpetrators operate or seek asylum…”
That same part of the US Code separately defines “domestic terrorism” as activities that:
(A) involve acts dangerous to human life that are a violation of the criminal laws of the United States or of any State;
(B) appear to be intended —
(i) to intimidate or coerce a civilian population;
(ii) to influence the policy of a government by intimidation or coercion; or
(iii) to affect the conduct of a government by mass destruction, assassination, or kidnapping; and
(C) occur primarily within the territorial jurisdiction of the United States…”

- Resolution 1566 (2004) adopted by the Security Council of the United Nations: “…criminal acts, including against civilians, committed with the intent to cause death or serious bodily injury, or taking of hostages, with the purpose to provoke a state of terror in the general public or in a group of persons or particular persons, intimidate a population or compel a government or an international organization to do or to abstain from doing any act, which constitute offences within the scope of and as defined in the international conventions and protocols relating to terrorism, are under no circumstances justifiable by considerations of a political, philosophical, ideological, racial, ethnic, religious or other similar nature…”
- Article 2 of the International Convention for the Suppression of the Financing of Terrorism of 1999 adopted by the General Assembly of the United Nations: “…(b) Any other act intended to cause death or serious bodily injury to a civilian, or to any other person not taking an active part in the hostilities in a situation of armed conflict, when the purpose of such act, by its nature or context, is to intimidate a population, or to compel a government or an international organization to do or to abstain from doing any act…”.
- The Framework Decision on Combating Terrorism (2002) from the European Union: “…the intentional acts referred to below in points (a) to (i), as defined as offences under national law, which, given their nature or context, may seriously damage a country or an international organisation where committed with the aim of: — seriously intimidating a population, or unduly compelling a Government or international organisation to perform or abstain from performing any act, or seriously destabilising or destroying the fundamental political, constitutional, economic or social structures of a country or an international organisation, — shall be deemed to be terrorist offences: — (a) attacks upon a person's life which may cause death; (b) attacks upon the physical integrity of a person; (c) kidnapping or hostage taking; (d) causing extensive destruction to a Government or public facility, a transport system, an infrastructure facility, including an information system, a fixed platform located on the continental shelf, a public place or private property likely to endanger human life or result in major economic loss; (e) seizure of aircraft, ships or other means of public or goods transport; (f) manufacture, possession, acquisition, transport, supply or use of weapons, explosives or of nuclear, biological or chemical weapons, as well as research into, and development of, biological and chemical weapons; (g) release of dangerous substances, or causing fires, floods or explosions the effect of which is to endanger human life; (h) interfering with or disrupting the supply of water, power or any other fundamental natural resource the effect of which is to endanger human life; (i) threatening to commit any of the acts listed in (a) to (h).”
Even though there is no universal definition for terrorism, there are common elements that characterize it. For instance, terrorism:
- usually involves the threat or use of violence by a collectivity or group of persons (state and non-state groups), which may or may not be organized.
- is unpredictable and commonly affects civilians or other parties that are not part of any hostilities.
- may have political, philosophical, ideological, racial, ethnic, or religious purposes or objectives.
- may seek to compel the government, an international organization, or another group to do or abstain from doing an action.
- may destabilize or destroy the political, constitutional, economic, or social structures of a country, an international organization, or another group.
- may intimidate or cause a state of terror on the civilian population.
- entails the violation of criminal law, international conventions, or other relevant laws.
Additionally, it is important to note that there are several types of terrorism, such as bioterrorism, cyberterrorism, ecoterrorism, domestic and international terrorism, state-sponsored terrorism, and narcoterrorism."

"Trump’s loyal surrogates have duly embraced the project — perhaps no one more zealously than Ivan Raiklin, a retired Army Reserve lieutenant colonel and former U.S. Defense Intelligence Agency employee, who bills himself as the former and would-be president’s “future secretary of retribution.”
Raiklin is seeking to enlist so-called “constitutional” sheriffs in rural, conservative counties across the country to detain Trump’s political enemies. Or, as he says, carry out “live-streamed swatting raids” against individuals on his “Deep State target list.”
“This is a deadly serious report,” Rep. Jamie Raskin (D-MD) told Raw Story. “A retired U.S. military officer has drawn up a ‘Deep State target list’ of public officials he considers traitors, along with our family members and staff. His hit list is a vigilante death warrant for hundreds of Americans and a clear and present danger to the survival of American democracy and freedom.
Raskin called on House Speaker Mike Johnson (R-LA) and Senate Majority Leader Chuck Schumer (D-NY) to “denounce this dangerous plot and to repudiate threats of, and planning for, political violence from any quarter. Bipartisan opposition to vigilante violence and assassination plots is essential for American government to continue.”
The list Raiklin has been circulating since January is extensive.
It includes numerous Democratic and Republican elected officials; FBI and intelligence officials; members of the House Select January 6 Committee; U.S. Capitol Police officers and civilian employees; witnesses in Trump’s two impeachment trials and the Jan. 6 committee hearings; and journalists from publications ranging from CNN and the Washington Post to Reuters and Raw Story — all considered political enemies of Trump.
One individual named on the list who spoke on condition of anonymity noted that Raiklin is associated with retired Lt. General Michael Flynn.
“And Trump himself has repeated on dozens of occasions calls for revenge, retribution and retaliation,” the person told Raw Story. “This is another example of that broader phenomenon of revenge against political enemies that animates the former president and his entire movement, and for that reason should concern us all” ... For example: Raiklin, in a podcast, suggested without evidence that the unidentified person responsible for setting pipe bombs outside the Democratic National Committee and Republican National Committee on Jan. 6, 2021, was “a subordinate-surrogate of the Capitol Police Board,” which oversees the Capitol Police.
But Raiklin is nothing if not self-assured that the “evidence” he’s gathering on anti-Trump “deep state” plotters is real. So real, it seems, that Raiklin claims the material — fully revealed — would establish probable cause for county sheriffs across the nation to issue arrest warrants for various high-ranking officials who have, in one way or another, run afoul of Trump.
Under Raiklin’s objectively bizarre plan, the sympathetic sheriffs would deputize some 75,000 military veterans — veterans he claims have been pushed out of service because they refused to comply with COVID-19 vaccine mandates — to carry out the arrests.
Raiklin has gone so far as to pitch his plan to a group of far-right sheriffs who met in Las Vegas in April.
Public records requests filed by Raw Story with dozens of county sheriff offices reveal that word of Raiklin’s efforts has reached the email inboxes of sheriffs from Wisconsin to Oklahoma."

"Whoever, owing allegiance to the United States, levies war against them or adheres to their enemies, giving them aid and comfort within the United States or elsewhere, is guilty of treason and shall suffer death, or shall be imprisoned not less than five years and fined under this title but not less than $10,000; and shall be incapable of holding any office under the United States.
And so terrorism, public corruption, treason, insurrection, sedition, intimidation, tampering, hindering, stealing top secret evidence, elections fraud, and/or other ongoing organized crimes disqualifying them from public office is the only way for the conspirators, accessories, and accessories after the fact to evade prosecution, jail, liability, and/or the death penalty, are reasonable inferences.
Accordingly, they are extremely scared of being held responsible for their crimes, and this is the only way they know how to deal with it, by committing more and more crime, faking it until they take it all, Habsburg-style.
